If you have blonde hair get lighter high lights then your blonde. If you have brown hair get dark brow High Lights. If you have Black hair get Brown Hight Light If you have red orange ish hair get a deep red high light.

Depends on your complexion. If you have a pinky skin try Dark Blonde highlights, but if your skintone is peachy and/or you have golden brown freckles try Auburn, Copper or Golden Blonde

Only lighten your hair up to no more than 2 shades lighter than your natural color. That will keep the look more natural and keep it from looking too severe. It looks like you have red in your hair. Go with a neutral color If you don't want the hilites to be reddish. I would not put darker shades unless you have dark eyes and olive to darker skin.
