I have dark blonde hair and light blonde highlights in my hair. You can't see them too well in this photo. I have light blue eyes also. Some say I would look good with dark hair and some say light blonde. What do you think?

go with the brunette. its looks waaay better on u than the blonde. since your skin is fair, i would go with a cooler tone for the hair, so that it matches.
