I want honey blonde highlights in my dark brown hair. I heard that toners will make the blonde look better. What and how is a toner used? WIll is further damage my highlighted hair or will it make it look better? And how should I asked the hairstylist about toning my hair after getting all-over foiled highlights?

You've got too much already going on with your hair. Go to a professional for advice if you don't want to become bald or even worse, damage your scalp. Consult a colorist at the salon you go to, because they are the ones who can give you the best guidance. Stylists aren't necessarily good colorists.
